تدين الأونروا العنف المسلح في مخيم عين الحلوة الذي منع من جديد الأطفال من الذهاب الى مدارسهم ومن الاستفادة من خدمات العيادات الصحية الضرورية.

القدس 22 ديسمبر 2016: الأونروا تدين بشدة أعمال العنف المسلح التي وقعت في مخيم عين الحلوة للاجئين الفلسطينيين في لبنان اليوم وأمس وتدعو الى ضبط النفس.

بسبب العنف المسلح وزيادة المخاطر على أرواح المدنيين، علقت الوكالة جميع عملياتها في المخيم، وسوف تستمر في ذلك حتى إشعار آخر.

ما زالت أعمال العنف في مخيم عين الحلوة تؤدي إلى ذهل وترويع سكان المخيم. فأنها تمنع الأطفال من الذهاب إلى المدراس والمرضى من الذهاب الى العيادات، كما أنها تهدد سلامة وأمن المدنيين وقدرتهم على الوصول الى العديد من الخدمات.

وقد تأثر تعليم وسلامة أكثر من 6000 طفل من الحضور الى مدارس الأونروا التسعة الموجودة في المخيم بالأضافة الى المركزين الصحيين، لخدمة الأحتياجات الصحية للأجئين الفلسطينيين داخل المخيم التى إغلقت بشكل مؤقت.

هذه هي المرة الرابعة خلال الشهر المنصرم التي تضطر فيها الأونروا إلى إغلاق خدماتها بسبب الحوادث الأمنية. وهذه الحوادث قد جرت مسبقا في 5 و 7 و 21 و 22 ديسمبر كانون الاول.

وندعو مجددا جميع الأطراف المعنية إلى احترام سيادة القانون وقدسية الحياة البشرية وضمان الحماية للاجئين الفلسطينيين، وخاصة الأطفال.

تواصل الأونروا أيضا حث جميع الأطراف المسلحة إلى احترام حرمة وحياد مباني الأونروا وفقا للقانون الدولي واتخاذ جميع التدابير اللازمة لضمان سلامة موظفي الأونروا والطلاب واللاجئين الفلسطينيين والمنشآت.

وستواصل الأونروا مراقبة التطورات والحوار مع جميع الجهات المعنية للدفاع عن سلامة وكرامة اللاجئين الفلسطينيين الذين يعيشون في عين الحلوة ولوضع حد لأعمال العنف.

تواجه الأونروا مع زيادة الطلب على الخدمات الناتجة عن النمو في عدد اللاجئين الفلسطينيين المسجلين لديها، وزيادة ضعفهم وفقرهم المعدم. ويتم تمويل الأونروا بالكامل تقريبا من خلال التبرعات الطوعية، وقد فاقت الزيادة في الأحتياجات الدعم المالي. ونتيجة لذلك، فإن ميزانية الأونروا، التي تدعم تقديم الخدمات الضرورية الأساسية، تقع في عجز كبير. تشجع الأونروا جميع الدول الأعضاء إلى العمل الجماعي لبذل كل الجهود الممكنة لتمويل كامل ميزانية للوكالة. بالأضافة الى أن برامج الأونروا الطارئة والمشاريع الرئيسية، الممولة من خلال بوابات تمويل منفصلة تعاني أيضا من عجز كبير.

الأونروا هي وكالة الأمم المتحدة التي أنشأتها الجمعية العامة في عام 1949 وكلفت لتوفير المساعدة والحماية لحوالي 5 مليون لاجئ فلسطيني مسجل. وتتمثل مهمتها في مساعدة اللاجئين الفلسطينيين في الأردن ولبنان وسوريا والضفة الغربية وقطاع غزة لتحقيق كامل لأمكانيات التنمية البشرية لحين الوصول إلى حل عادل ودائم لمحنتهم. تشمل خدمات الأونروا التعليم والرعاية الصحية والإغاثة والخدمات الاجتماعية والبنية التحتية وتحسين المخيمات والحماية وتمويل المشاريع الصغيرة.

UNRWA condemns armed violence in Ein El-Hilweh which has again prevented children from attending school and vital health services from operatingStatement by Christopher Gunness, UNRWA Spokesperson

Jerusalem 22 December 2016: UNRWA strongly condemns the armed violence that took place in the Ein El Hilweh Palestine Refugee camp in Lebanon today and yesterday and calls for restraint.

Due to armed violence and increased risks to civilian lives, UNRWA has suspended all its operations in the camp and will continue to do so until further notice.

Violent incidents in Ein el-Hilweh continue to shock and frighten camp residents. They prevent children going to school and patients going to clinics; and they threaten the safety and security of civilians and their ability to access a range of services.

The education and wellbeing of more than 6000 children attending nine UNRWA schools in the camp have been impacted. Two health centres, serving the health needs of the Palestine refugee population in the Camp, have been forced to close temporarily.

This is the fourth time in the past month that UNRWA has been forced to close its services due to security incidents. Closures have occurred on 5, 7, 21 and 22 December.

We again call on all those involved to respect the rule of law, the sanctity of human life and to ensure the protection of Palestine refugees, particularly of children.

UNRWA also continues to urge all armed actors to respect the inviolability and neutrality of UNRWA premises in accordance with international law and to take all measures necessary to ensure the safety of UNRWA staff, students, Palestine refugees and installations.

UNRWA will continue to monitor developments and we will continue our dialogue with all relevant actors to advocate for the safety and dignity of Palestine refugees living in Ein el-Hilweh and to bring an end to the violence.

UNRWA is confronted with an increased demand for services resulting from a growth in the number of registered Palestine refugees, the extent of their vulnerability and their deepening poverty. UNRWA is funded almost entirely by voluntary contributions and financial support has been outpaced by the growth in needs. As a result, the UNRWA Programme Budget, which supports the delivery of core essential services, operates with a large shortfall. UNRWA encourages all Member States to work collectively to exert all possible efforts to fully fund the Agency’s Programme Budget. UNRWA emergency programmes and key projects, also operating with large shortfalls, are funded through separate funding portals.
